The Last of Us is a really good game. I have it on PS3 (didn't see the need to buy it again since it looked amazing on PS3 to begin with) and let me tell you, you will not be disappointed.

Depends on the game. Most multiplayer games require PS+ now. Though some games allow certain features without PS+ (like the main story missions in Destiny don't require PS+ but anything else like Raids do). I'm going to say for Resident Evil, you will need PS+.
