The new AC game will be released on 19 November 2013 in USA, 23 in Europe and 24 in Australia. A pre-order version was already released on 29 October and if you are curious gameplay videos are available on youtube.

Edit: Scratch that, I'm an idiot and didn't read the 'Playstation 4' part.
The Xbox 360 and PS3 versions are out now, though. I've heard that the difference in graphics is pretty substantial, but I doubt it's that big of a deal for people who buy current-gen versions.
