COD: Ghosts Season Pass Issue

Bought the hardened edition, but the bonus content only shows up on one account. I have 2 family member accounts on one console. The account in which the DLC was installed shows the content, but the second account does not, just the regular items. Isn't it supposed to show up for all users on the same console?

I think it is only the original purchaser that gets the dlc. I have it on AC4 but my boy don't
