Does the "Manual Recording Resolution" setting only appear if the PS5 is connected to a 4k monitor?

I've seen a few videos of people recording in 4k by changing this setting to the max setting but it doesn't even appear for me.

Is this because my PS5 is not connected to a 4k monitor?
