Error CE-100095-5 and Controllers not connecting via USB slots

Our PS5 did an update and since we have been getting error code CE-100095-5 when trying to load games on a Disk Edition. I could find work around for a online edition but not disk. Tried to put into safe mode to update database but it wouldn’t recognise either controller when attached to usb cable and tried all 3 slots, also tried another cable. Then decided only way forward was a factory reset, however now the first thing it asks is to connect controllers via USB! Now I’m completely stuck, any ideas?

I have also pressed the little reset buttons on back of controllers
