Illustrious Pirates DLC?

Is this the DLC that contains all of the pre-order bonuses from all the retailers? Are the pre-order items any good in terms of usefullness? Since I already have all the endgame stuff I wonder if getting this DLC is really worth it. I don't want to waste money buying inferior items.

If you have the season pass, it is included. If not, PS+ it is $7, otherwise $10. In terms of usefulness, you get 3 extra islands to explore to pick up various items. The Black Island guns are good, but not the best. But you do get a couple of multiplayer skins (Captain Morgan skin and Stede Bonnet skin).
