Leveling

Hey guys I need help BAD!!!!! On ESO Online recently I noticed that every dungeon I go to the monsters are level 16 and I am not getting any XP for even killing any of these monsters. Is anyone else having this happen to them because I thought the monsters in the dungeons were suppose to be the same level as you are or the leader of your group. PLEASE HELP!!!!!!!

They have to be within 5 levels above or below you to get any experience.

I have some Quests I had to abandon as I leveled so fast, I would get nothing from doing them.
