Not signing on to PSN

This problem started 24hrs ago. I have done the following to check, but can really use your guidance to sort this out. I have not changed anything on the router.

*PS4 connected via ethernet.
*Tried MTU 1450, 1475, 1473.
*TP-LINK W9980, VDSL through TalkTalk.
*Static local IP address for PS4.
*In DMZ, ports 3478-3480, 80, 1935, 443, 5223, 10070-10080, 3658 forwarded for both protocols.
*PS4 error codes vary: NW-31456-9, CE-33992-6.
*Cannot log in to PSN via PC or Mac.
*Can log in to PSN via 3G.

So it seems the problem is with my router, but what?
 
Well, it seems to work fine with the Huawei standard router from TT, without any port forwarding or DMZ. So why has the TP-LINK suddenly thrown a tantrum?
 
Definitely, yes, it did go down. But my problems started long before and persisted long after.

When I realised that changing the router worked, i reverted back to the TP-LINK and it worked again, strangely. A couple of hours ago, on the TP-LINK, it did the same thing and wouldn't connect to PSN (from PS4, PC or Mac). This time, I disconnected from the VDSL connection, made sure I got a new IP address upon reconnection and it worked fine again.

So, it seems PSN limits the IP sometimes. Is this a known thing?
