Outlast To Be Available On PSN Today?

Here's the deal. I saw someone streaming Outlast on twitch this morning from the PS4. How is that possible? It's the 3rd of February and from what others who were watching the same stream told me, the game should be available on the westcoast at 12pm and on the eastcoast by 3pm. Can anyone confirm this? If you don't believe me, just check out the PS4 streams.
