Server issues. Just me, or everyone?

I haven't played ESO for a while, but I really want to get back into it. But things have changed, and not for the better. For starters, every other player character is nothing but a black silhouette. A few load up after 10 minutes or so, but most of them remain black. Texture pop-in is horrendous. You go up to an NPC and it looks like someone puked out the outfit they're wearing. Muddy, horrible textures. Then they load in after about 3 minutes, but as soon as you walk away and come back, they're muddy again. And I'm in an area where there are enemies, but they're invisible for multiple minutes after logging in. What the hell is going on? Have these updates killed this game? It used to be perfectly fine, now it's a mess. Is this just happening to me, or is it everyone? And how the hell can it be fixed? All I want to do is play ESO .

This is probably caused by a maintenance:

In alternative, try to re-install the game & all upgrades but I doubt this is the cause.
