It's a weird subject to say 'best graphics' ... no one seems to agree on what this gray area means. Some people judge this based on aesthetics, art style, graphics engine power, pre-render usage, texture detail, or some combination of the above. Lots of games employ multiple tricks to get their visuals across, while many deliberately make use of less to accomplish more.
The Last of Us had "graphics" meant to be looked at from afar, so that's either lazy or resourceful, depending on the subject. It fails to impress me when I see the vines, foliage, and litter of the world are painted ON the buildings, floors, and walls, for example, though Joel and Ellie were done in detail as they were a visual focus. Now, it had great aesthetics for designing and detailing the look of ruined centerpieces of society, sure. I also note that most people comment on the cutscenes of the game, but those were pre-rendered scenes, and were not in-game graphics.
