Buy Ghosts either on hardy copy or digitall for PS3 and you can upgrade to the PS4 version for a very small price.
Also,any ingame content and season pass will carry over too.

When you buy a physical copy of Call of Duty: Ghosts on PlayStation 3, it will include a unique code inside the box. If you redeem that code on the PlayStation Store, you’ll then be able to buy a digital copy of the PS4 version for $10/€10/£10, which must be done before March 31st, 2014.

If you buy Call of Duty: Ghosts digitally on PS3, the process is much simpler as you’ll be able to buy Call of Duty: Ghosts for PS4 on the PSN at a discounted price of $10/€10/£10.

Along with the discounted PS4 copy of the game, both your in-game content and Call of Duty: Ghosts Season Pass will also transfer from PlayStation 3 to PlayStation 4 (upgrading your Season Pass is only valid until May 31st, 2014).

The question that I'd love to ask is - will I be able to play on both consoles afterwards? Or will the copy just be transfered?

For example - I give my little brother my playstation 3 and I play on the 4. Will I be able to play with him? Or will there be different servers or something?

If you use the upgrade system via disc,you would need to put the PS3 disc in your PS4 to play.This is why I wont be doing it that way.You cant sell it off.
If you mean cross platforum play no,even if you had Ghosts on PS4 and someone had Ghosts on PS3,no,you cant play together.You would both need the same game,on the same console type.
