Can't connect my Dualshock4 to the PS4

I have been having problems connecting my DS4 all day. I've tried all options I've found from googling, like resetting the controller itself, and restoring the machine itself to factory settings. My controller won't even work when connected to the USB, still just blinking white light for a few seconds, then it turns back off.

The thing is it that my controller works from the USB when navigating in safe mode, but when I'm told to connect to the controller by pressing the PS button, nothing happens. I have a spare controller which is never used, and it has the same exact problem, so I can't go to the Bluetooth devices settings, that I saw someone mention when trying to solve this.
I can now enter safe mode, or be stuck at a blue screen with the message "connect the dualshock 4 using the usb cable and then press the ps button" in 312 different languages. Can anyone help me, or am I fckd?
 
The symptoms you describe sound like an issue with the console. Most likely an operating system issue. If it works in safe mode but not when its out of safe mode, immediate red flag with the operating system in my opinion. Try calling Sony? That would be my first step.
