All games are downloaded and thus available. However, I have Call to Duty III Ops that is a CD. Can I upload the CD to my PS4 storage to facilitate use without having to inject and eject the CD each time? If so, how?

No, You will have to use the disk every time to play the game. If it is the only disk game you have just leave it in the ps4.
