Extremely laggy

I'm running at 6mps down, 2mps up and 60 ping. I use my phone to tether my Internet and have never had a problem until today. Everything is extremely slow. I can't join a party, it took me 20 minutes to get someone to join mine after the invite froze at 99%. I tested it on bf4 and it was laggy there too. I tested it with a hotspot and direct connect. I've played on slower speeds before too and it was never anything like this.

6mbps down is a very slow connection these days, I am at 45 down 4 up. Where things good before on the PS4 or always been laggy on the ps4?

Its probably due to your ping. 60ms is pretty high for gaming.

The download speed is somewhat irrelevant. I know that the ping isn't the best but I've played on worse and was fine although I know I might die due to it on occasions.

As Blade of 3 said. The download speed is irrelevent. You can check your ping at speedtest.net, or if you are using a router, you may want to try plugging the PS4 straight into your modem and see if the latency is reduced. If so, you so you might want to replace your router if it's too old.
