Help with fifa14

HI new to this and need some help for my son, hes just got fifa14 for xmas on ps4 and doesnt know how to bid or buy players on career mode or something. he has gone into the players and used the scouting etc but there doesnt seem to be a link to bid or buy so can u help me please joe thanks
