Is it ture that PSN will be down for a month when the PS4 lunches, if so why?

I've heard this from questionable source of mine and I want some else's opinion on the subject. He also said the competitor will do the same. I hope this isn't ture because most of my friends on PSN are livid if I tell them that it is. Hopefully you guys can elaborate and find out what this is about.
