When I put in a new game that is never played, it has to download an application. Is this right?

Not always.
If that happens it's usually just an update patch for the game.
Or,keep your PS4 disconnected from the internet and it will never happen
But if you do that you may miss game glitch fixes or game additions.

It loads the game from the disc, then as Oberon said will download any updates that are out. Lots of games have updates waiting to be downloaded on release day, it is not uncommon. If the disc did not have the game they could still use DVD's or even CD's as space would not be an issue for content on the disc.
