Persona 3, Can I Use Other Party Members' Skill?

The battle system is way better on PSP but I wanted to play Persona 3 on PS3 so I bought one but I am not aware that I can not use my party's skills and when my healer should be used, I never ever want to waste my SP just for heals. So is there a way to use the skills of other party members?

And one more thing, how do I change my party's equipment? I am also having difficulty with it.

I'm having trouble remembering what you do in some of this, but I will say that I'm pretty sure you could change the weapons that the characters have. I'm not sure you can change anymore then that though. I think there are times during the game outside of combat that things happen that the NPC's get upgrades. There's probably a FAQ on gamespot that can give some insight into this. Its weird that you're having trouble with this though, I remember it being a bit easier to do then some of Atlus's games, but its been so long. Good luck!
