Well most of know something about this by now,but here's what appeared on Gamespot's site today,itself has taken info from GiantBomb site.
Apparently it's code named 'Neo' and will have un upgraded CPU,GPU and RAM.The HDD will be the same as the PS4 although at the moment it's not clear whether they mean the capacity,or disk speed.

Every PS4 game will be required to ship with two different modes--one where the game will run on the current PS4 and one that will run on the upgraded console. The Neo mode will utilize the superior hardware to increase and stabilize frame rates, while also offering higher resolutions. 4K output will be supported, but games won't be required to run at 4K resolution.

Those who own 4K televisions should expect to see their games upscaled to fit the resolution, though everyone should expect to see an increase in frame rate. The report claims that Sony requires games in Neo mode to run at a higher frame rate than they would on the original PS4.

Despite the upgrades, this new console will not replace the PS4 and will instead exist alongside it. There will be no Neo-only games and Sony will not let developers separate Neo users from those playing on original PS4--that also means Sony won't let developers offer exclusive options or unlockables for Neo players. This includes peripheral support, which means it won't offer exclusive VR modes, either.

This will be one of those wait and see things for me. A lot of people were suggesting 4K gaming, but modern Gaming PC's struggle with that, so I doubt that is what we will see here. Maybe more games at full 1080p. Nice idea, but not worth buying a .5 system.
 
This seriously concerns me. They may say now that everything will be hunky dory in terms of the games, I still wonder if developers will start putting more emphasis on the Neo games. If all it is is ensuring the games run well on 4K, I think most people can live with that. Though it does suck when I upgrade to a 4K TV, I'll feel obligated to upgrade my console. I have to agree with schoat. This is one of those wait and see things.
 
This seems a lot like the New 3DS situation to me. There are a few New 3DS games that run like garbage on a normal 3DS, not sure how the average PS4 user would react to something like that.

But on the other side, if this is a newer, more powerful thing I want it to have exclusives that fully utilize it. On a technical level something like The Last of Us was a much better game on PS4 than it was on PS3, but if it was PS4 only I'm sure something better could have been made. I don't want the "Neo" being held back by a want to please normal (I will come to call you the unwashed masses) PS4 players.
 
If they wanna do this they should also provide add on to current PS4 users to have the same features otherwise this could be a problem.
 
I highly doubt it will be 4x faster. They wouldn't be able to sell it cheap enough to for console players.

I read a rumor that AMD is forcing this console refresh because they are discontinuing the method used to manufacture the current PS4 and Xbone chips. Basically forcing Sony and MS to use their new APU architecture going forward, which in turn makes the systems more powerful.
