If you runing out memory space on your card you can copy games and save file ps vita to computer.

I'm not sure about the transferring to PC thing. I've never done it for anything but pictures.

I do know if you have PS+ you can send your save data to the cloud and then delete it to save space. Also any games you delete you can always download again because the PSN store will remember you own them.
