As far as I know the PSP can only connect to the PS3. I Googled quickly for you to verify and couldn't find anything about connecting the PSP to the PS4 and that it can't with the remote play (anyone successful, please correct me). The Vita can connect to both. As far as connecting to a PC monitor, as long as you have an HDMI cable and HDMI input on the monitor, you're golden.

PS3 has more games, can play media(Mp3, avi, MKV etc...), but is last gen, means once you play all the good games, there is nothing new and the graphics are a bit outdated.
PS4 not many impressive games as of now, does not play media, great games to come in upcoming years.
Regarding connection to monitor, both are same, you have to connect them via HDMI.

Pretty sure it couldnt play mkv.
Unless streaming from another device to it.

I have heard that PS4 is better than PS3. I am planning to upgrade my PS3 to PS4.

Well PS4 is definitely better than PS3. It's more powerful. My suggestion is to keep your PS3, get a ps4 and use both. You can play ps2 and psx games from the PlayStation store on PS3 without having to use the subscription based PS Now on PS4. Also, to play online with PS4 you need PS plus and with a PS3, the selection of free games is better (due to more games being available for it). I use my PS4 for the latest games with my PS3 to play older games. For that reason, my PS3 still gets a lot of use, probably more use than my PS4. So yeah, get PS4 but keep your PS3. They're doing a great job supporting both.

I did the same as Titan and after a decent absence I'm getting back to some older games with my ps3 and it's getting plenty of love again. It's just nice to be able to go back and replay my old favorites from time to time. So if it's possible to keep your PS3 and upgrade to a PS4 I think that's what you should do.
However, if you havta trade the PS3 to get a PS4 it's definitely worth it.

I still use my PS3 as my main media hub. The PS4 does a great job, however, I'm one of those guys that likes convenience. Only reason I haven't switched it over yet is PS4 doesn't have a media remote. I find it annoying to control a movie or Netflix with a Dual Shock. However, an officially licensed remote comes out in October. Though, IMO, this is an accessory that should have come out with the console, not 2 years after the fact.
