Tavern Question

So, I've just finished the main quest and all of the side quests (as well as locating all of the treasures, fragments, and everything you can do on every island/city). However, for whatever reason it says I still have not unlocked the 8th Tavern, and it says it is in Kingston. However, there is no Tavern icon anywhere in the city. Is this a bug of sorts?

Any help is appreciated. Thank you!

I heard there was a bug where if you finish the main story before the side quests, you can only get to 99% completion or something. Take it with a pinch of salt though, that's literally all I know about it haha.
