All controllers not connecting to PS4

When I last tried to use my PS4, I could not get any of my controllers to connect, just a flashing white light on the controller. I have searched the internet, tried just about everything, from resetting the controllers, rebooting the PS4, different USB cables with controller, etc.

I did boot the system into safe mode and with the controller plugged in, the controller would work. When I restarted the PS4, the controllers were still not working. So the controller only works in safe mode.

Anyone have suggestions or have seen this before?

Reset the controller by pressing and holdign the button in the hole on the bottom of the controller for a few seconds. Then reconnect it to the ps4

I've already tried that.
