COD: Ghosts Season Pass Issue

So bought the hardened edition of Ghosts, and when I got home with my new PS4, I created 2 accounts (mine and a family member in the same house). While on the family member account, I added and installed the codes for all the DLC. However, when I log into my account, none of the content is present, i.e. the second account has all the cool gear, backgrounds and Free Fall map, but my account does not. Am I mistaken in thinking that all the DLC can be shared on the same console amongst different users? I don't want to have to buy another season pass.

NOTE: The second account was not created as "Make this my main PS4 Home" or whatever that's called. Do I need to do this to get it to work? Or can only 1 account be linked as the "PS4 home base?"
