Yep,as well as earning cash in GTA V's soon to be released GTA online part you can also spend real cash to get in game cash in GTA V's micro transactions.
Now you dont have to do this, but if you want things quicker then the option is there.

Rockstar Games confirms players will be able to spend real-world money on "GTA$" through an in-game store, warns of "growing pains" at launch.

The developer explained that cash can be accumulated through knocking over armored cars, winning street races, and doing stick-ups, but also by spending real-world money.

It's not like i am really surprised, but i still have a lot of question on how the Online component actually works, so i will first see how it all goes and then complain if they put something that is pay 2 win.

Good for some I suppose. I'm not a fan of microtransactions in games though, so I won't be using this system. But I understand there will be people who will purchase these.

I heard that rockstar will allow people to purchase money for microtransactions during online play via credit cards. That is kind of annoying. I don't think it will ruin the online play component but it will definitely taint it. Those people will have an unfair advantage, don't you think?

Well, if you're going to make the most profitable video game series of all time, you might as well cover all your bases. I'm a little disappointed and I hope the game play doesn't overtly favor those who shelled out more dough. I doubt it will be too unfair though.

Yes, it's going to have micro transactions and it's only justifiable after what they have done for their fans. Moreover, its' optional. They are not forcing you to pay for it.

But where do you draw the line? If these microtransactions give certain online gamers an unfair advantage then the court of public opinion might turn against you and hurt your sales in the future. There is a lot of outrage over this on the Internet. It will be interesting to see just how much of an advantage that the "payers" will have over "non-payers".
