I have a steadfast rule that I NEVER use cheats on the first play through. But on the second playthrough, or even after the main story like in GTA, i'd use the crap out of cheats. Its always kept the game fresh to me!
I am like lucas 5987, I refuse to use cheats the first time through a game. After my first play through I don't feel bad about using cheats - sometimes you really need to do so in order to see everything there is in a game. I think if i were to use cheats right away it would definitely take away from the game and it wouldn't be as fun.
Regularly. Especially with GTA games. Never viewed it as "cheating the game" since the game can't protest against using cheats and the only penalty you got with GTA games was something showing that cheats were enabled. It's not like it stopped counting trophies to an online score/leaderboard or anything.
Whenever I could. I never finished the GTA: San Andres storyline because I would always end up messing around with the cheat codes.

If the "cheats" mean entering codes and all that, I'm afraid that isn't it. The "cheats" I enter would require the use of an external device such as an Action Replay or Codebreaker for PS2. Any game that may be modified in a limitless way possible and gives the player "unlimited power" is my style of cheating. As they say, it's best to cheat all you can than regret not cheating at all.
Not much at all, if at all. I probably might have used it on some fighting games to unlock special characters, but that's about it. The games by that time were well made enough that you didn't get stuck every few steps like back then in the 2D era, so I never really felt much need to utilize cheats by then.
I can literally remember the day my friend introduced me to cheat codes for the PS1. It immediately changed everything for me, and I went to town with every game I could find cheats for. Once I got my PS2 I was quite a bit older and didn't really rely on cheat codes anymore, but I think I still used them. I don't remember any specifics, but I generally only used hints and not actual cheats that altered the game. But since I don't remember specifically using cheat codes, I probably didn't use them much at all.
I used Action Replay and Codebreakers only if the game is too hard for me and I'm constantly dying. I don't do that anymore now even though there are modding tools because I feel that it's pointless to play the game when I already have and seen everything the game has to offer before completing it. I guess I've evolved from wanting to win easy into someone that enjoys challenge.
I never cheated with 3D games since games as a whole had gotten easier by that time. You could find bosses attack patterns (if any) by that time, but since it was 3D there were more options to dodging than having to possess ninja-like timing and accuracy in the 2D era and make sure you had enough lives, rings, etc. to make it through.
I've never felt there was a reason to cheat at RPGs. It's an RPG. Grind and level up.
I would use cheats whenever I would get really bored with the game to make it more fun, but on the other hand, for Grand Theft Auto, I would use cheats all the time because it was really fun and hilarious.
