US games and EU games - problem

Hi i got a question .. if i got a game from US from PS store downloaded on my ps4.. now if i buy the same game but on cd with dlc in europe and i will play the game on cd (this from ps stroe is without dlc) will i have all the achivements and unblocked features on the game? I dont know how it really works...

Why would you buy the game again? Why not just buy the DLC from the PS store?
