Want to know if games downloaded from PSN are attached to account or system

I have a PS4 I just bought off a friend but when I use his account there are maybe 2 more games that show up versus when I sign into the username I created. I was just wondering if there is anyway if the games dont stay downloaded to the console and they are attached to the PSN account that I can transfer the licenses of the games to my PSN account or my username i created.

make both accounts the primary ps4. go into setting>users>make primary ps4

so going into both accounts and making the ps4 the primary one for both will keep the games? What if i wanna delete the old username thats kind of what i am asking. What will happen to the games?

As long as you still have the account that purchased the games, you can still play them. If you delete that account and try to play it with another, you won't be able to sadly.
