What does R-All (Region All) in PS4 games actually means?

The PS4 is not region-locked so buying R1, R2, or R3 discs won't matter: it'll still work on whatever region you bought your PS4. So what's the use of R-All?

Games are region free but DLC isnt.
Also PS4 is locked to DVD and blu ray movies of same region as the console you have. Unless ofcourse you have all region DVD & blu ray movies,which many are.

So do you mean that with an R-All PS4 game disc, you can use any region DLC?

Ok, but this isn't the case with games (which will work on any region), so that's why I am confused with R-All in games. Could you explain a bit more?

So any game disc will work with any PS4 console.
But if you plan to buy any DLC for a game it must be from the same region.
So you cant say buy an asian copy of Call of Duty and download map packs from the US PSN store,you would have to create an asian PSN account buy credit and download from there.
Or to save hassle if you DO plan to buy DLC for any particular game make sure the game is from the same region that you have your PSN account with.
The console will play discs from any region and DLC from any region but Im saying is game AND DLC must be from same region.Thats all.
But if you dont plan on getting DLC for a game then no probs at all,just buy where you want.
