PS4 region issues (Please help)

I will be getting a PS4 soon and I have some concerns regarding region. My PSN account is set to Qatar. If suppose i buy PS+ through an American account (its only $50 for one year on the american store and around $70 on the Qatar store) on the PS4 will I have access to PS+ on all my users on PS4?

Although I'm not 100% sure, I would think you would be able to do that.
